80/94 FlexRoad is an Indiana Department of Transportation (INDOT) project to improve traffic flow and safety along Indiana’s busiest interstate corridor.
The project includes improvements along the 14-mile I-80/94 Corridor (Borman Expressway) from I-65 in Indiana to IL 394 in Illinois, including innovative strategies to improve reliability.
Transportation Systems Management and Operations (TSMO) strategies will help make this busy corridor more reliable, safer, and more efficient.
In addition to TSMO solutions, improvements will be made at the Broadway Avenue and I-65 South exit.
TSMO is a set of strategies that focuses on operational improvements to maximize the efficiency and safety of existing transportation systems.
TSMO uses data and technology to improve traffic flow through strategies like ramp metering, dynamic lane control, improved signage, queue warning, and more. Keeping drivers informed helps to keep traffic flowing.
These innovations are especially valuable in a developed corridor with limited room for expansion.
Cline Avenue Ramp Closed for Improvements
The ramp from southbound State Road 912/Cline Avenue to westbound I-80/94 closed Tuesday, July 28 and is expected to reopen by mid-August. During the closure, crews will complete pavement improvements.
A signed detour will direct drivers to eastbound I-80/94 and utilize the interchange at Burr Street to turn around to access westbound I-80/94. Drivers should note that the northbound State Road 912/Cline Avenue ramp
to westbound I-80/94 closed the same day but will remain closed through mid-September for an unrelated project.
Broadway Interchange Improvements: Ramp and lane closures
Work is expected to begin at the S.R. 53/Broadway interchange at I-80/94 on or after Thursday, August 13 and continue through late November. During the closure, crews will reconfigure the entrance and exit ramps to eastbound I-80/94. As part of the closure, crews will close the right lane and outside shoulder of I-80/94, shifting traffic to the inside shoulder. Four lanes of traffic will be open most of the time.
Overnight Thursday, Aug. 13 (8:00 p.m. to 5:00 a.m.)
- Eastbound I-80/94 reduced to two lanes from Richard Gordon Hatcher Blvd./Grant St. through the I-65 interchange.
The following restrictions will be in place during the closure:
- Ramps from northbound and southbound S.R. 53/Broadway to eastbound I-80/94 closed
- Ramp from eastbound I-80/94 to S.R. 53/Broadway closed
- Eastbound I-80/94 traffic shifted to inside shoulder from Richard Gordon Hatcher Blvd./Grant St. through the I-65 interchange. Outside shoulder closed, 4 lanes of traffic maintained.
Alternating single lane closures on northbound and southbound Broadway
Signed detours will be in place. Drivers on S.R. 53/Broadway accessing eastbound I-80/94 will be directed to westbound I-80/94 and utilize the interchange at Richard Gordon Hatcher Blvd./Grant St. to access eastbound I-80/94.
Drivers on eastbound I-80/94 accessing S.R. 53/Broadway will be directed to continue on eastbound I-80/94 and utilize the interchange at Central Avenue to take westbound I-80/94 to Broadway.
During the closure, crews will install a new traffic signal to improve traffic flow for vehicles entering and exiting I-80/I-94 and traveling along Broadway Avenue. The existing northbound entrance ramp on Broadway Avenue will be removed as part of the project.
Future interchange improvements include extending the auxiliary lane between Richard Gordon Hatcher Blvd./Grant St. and S.R. 53/Broadway Avenue into a continuous fifth lane, creating additional room for safer merging movements.
Significant progress is expected throughout 2026, with the remaining interchange work anticipated to be completed in 2027.
I-65 South Exit Improvements
Improvements will also be made at the I-65 South exit. Three lanes will continue to the exit without traffic needing to change lanes. Four lanes will continue on I-80/94.
An option lane will allow drivers to continue along I-80/94 or take I-65 South. A dynamic shoulder lane will offer additional capacity through the I-65 interchange. Work at the I-65 South exit is expected to be complete in 2027.
Additional Work This Year
Crews will also begin building foundations for overhead signage. Dynamic signage will be added as part of TSMO improvements throughout the corridor. Messaging will notify drivers what lanes are open and real-time messages that will alert drivers to slowdowns ahead.
Fiber optic improvements are corridor-wide and will support the digital signage that is part of the TSMO solutions for FlexRoad. Construction is beginning this year and is expected to be completed in 2027. Minimal impacts to traffic are anticipated.
2026 construction will focus on fiber optic improvements, ramp and shoulder work. FlexRoad construction is expected to be completed by 2029.
- Four lanes of I-80/94 open in both directions most of the time
- Minimum three lanes of I-80/94 open in both directions during overnight work
- 20-minute overnight closures of I-80/94 for overhead sign installation
- I-80/94 Eastbound to I-65 Southbound ramp to maintain two lanes at all times
- I-80/94 Ramp Closures:
- Closures will be needed for entrance and exit ramps within the corridor
- Short-term ramp closures are expected to last up to two weeks
- I-80/94 Eastbound to Broadway exit ramp expected to close for 60 days
Local roads adjacent to I-80/94 that require work will remain open with short-term lane closures.
