
80/94 FlexRoad construction is beginning soon! Work is expected to begin this spring and be ongoing through 2029, with all systems operational by late that year.

FlexRoad is an Indiana Department of Transportation (INDOT) project in coordination with the Illinois Department of Transportation (IDOT). It’s expected to improve traffic flow and safety along Indiana’s busiest interstate corridor, I-80/94, also known as the Borman Expressway. The 14-mile project area extends from I-65 in Indiana to IL 394.
The project will use Transportation Systems Management and Operations (TSMO) strategies to optimize the safety and efficiency of the existing transportation system.
Multiple TSMO strategies will be implemented throughout the corridor, and improvements are planned at the State Road 53/Broadway interchange and the I-65 South exit along eastbound I-80/94. TSMO strategies include ramp metering, dynamic shoulder lanes, improved signage, and more. Corridor-wide fiber optic improvements will support added digital signage.


The project also includes concrete pavement restoration, drainage improvements, and installation of gantry structures over I-80/94. The gantries are structures along the corridor for overhead digital signage to support TSMO solutions. The signs will convey open lanes, posted speed limits, and information about current conditions. Over 40 new dynamic message signs (DMS) boards will be added to the corridor.


As construction begins this spring, drivers will begin to see traffic restrictions for pavement improvements and other work.
Traffic will shift to the median shoulders to allow crews to begin work on outside shoulders in both directions. Crews will work on fiber, conduit, and structure foundations.
The work at I-80/94 eastbound and S.R. 53/Broadway is expected to begin this spring and be nearly complete by late this year. A modified signalized interchange will use a signal to control traffic entering and exiting I-80/94 eastbound and through traffic along S.R. 53/Broadway. The I-80/94 auxiliary lane between Richard Gordon Hatcher Boulevard/Grant Street and S.R. 53/Broadway will continue as a fifth lane, and there will be more space to safely merge in the area. The I-80/94 eastbound ramp to S.R. 53/Broadway is expected to close late this summer and reopen by the end of this year.
Four lanes of I-80/94 will be open in both directions most of the time, and a minimum of two lanes will be open in both directions during overnight work. Short-term ramp closures will be needed throughout construction.
Minimal tree clearing will be needed along the corridor. Shoulder closures on I-80/94 and local road closures will be needed in March for this work. The trees will be picked up at a later date

A Categorical Exclusion Level 4 (CE-4) document was prepared. It includes all environmental documentation and preliminary design information for the project.

The final document also includes responses to comments received during the formal comment period in summer 2025 that included two public hearings, one in Hammond, Indiana and one in Homewood, Illinois.
